2 leg semi (highest placed team home for 2nd leg), 1 game final at the home of the highest placed team.

That seems a bit unfair for the final. Surely it can't be difficult to use a neutral stadium?

Thinking back to when Eastbourne won the conference south playoffs (some 5-10 years ago now) didnt they play the final at Stevenage Borough?

Edit: indeed they did http://www.theargus.co.uk/sport/2258429.wilson_thrilled_as_eastbourne_borough_promoted/

Do you know when / why the rules changed?

It's been this way through the Conference South and North leagues for a few years now - that Eastbourne game may have been one of the last at a neutral ground. I actually think it is a fair way of doing it for a league competition - the team with the most points deservedly has home advantage, afterall they scored more points over the course of a league season.

I think the rules changed because of the expense of a neutral venue, whereas the costs / profits can be split at a home ground more easily. It would have been voted in by the league probably in 2009.
