How can they have formed in 1896? 5 years before our official formation when Crawley was built as a "new town" in the 50's?

Knowing that Three Bridges station was named East Crawley when the Brighton line opened in 1841, I'm guessing the town has been around for a very long time.
'New town' is more an attribution afforded to the estates that sprung up and expanded the area post war.
