You could look at it that way, or you could say that it only took a small proportion to contribute before the target was reached.

Semantics really, the main point is that the SJA were paid and didn’t lose out due to Jordan’s mismanagement.

It is UNLAWFUL to fail to submit the accounts; the company could face significant fines and the directors could face criminal prosecution.
