Pretty sure Fulham and even Brentford would be the more comparible projects rather than a new build in the Sussex Downs.
Not to mention Tottenham, Arsenal & Wembley.

Looks suspiciously like they are getting ahead of themselves again and are forseeing a time when they gradually replace each stand to build an Emirates like stadium. Always visions of grandeur without putting the required foundations in place.

The Amex cost £105m (including the later ESU and corners) for an entire stadium.
