Those shootings in City's are often related to crime. More people, more crime - irrespective of gun laws. If there are so many guns in legal circulation it's not hard for a criminal to get their hands on one regardless of the law unfortunately. That country needs to find some way to reduce the number of guns in circulation before any new laws will be able to bite.
