That DISS40 notice just means that "something" has happened to halt the striking off process. It could be that the company has contacted CH and agreed that the outstanding document will be filed on X date or it could be that a creditor has objected to the striking off. The DISS40 would be issued in either case from what I've read.

They still haven't submitted the accounts though.

I would imagine HMRC would be the first to stop a striking off if they are owed PAYE/NIC etc
