You probably have to go through a council run process of applying to kill it, having it surveyed, filling out some forms, filling out some more forms, paying a fee, then having to pay for health and safety to come round, buying some totally excessive protective gear, and... by the time you've jumped through all the hoops, the rat will have died of old age, or boredom.
Bend at the knees. Etc....
if a neighbour is feeding the birds, then perhaps the rat should be given as a present to the guilty neighbour. I find it unbelievable how people just hang bird feeders until saturation point all around their gardens our neighbour has 12 hanging from one small tree. #clueless.
