vatican city, outer mongolia and lapland don't enter the world cup, due to two of them not being countries and the other being the size of a village
argentina and brazil wouldn't be drawn together as you only get 1 south american team in any group
france, germany, brazil and argentina would all be seeded and would therefore avoid being drawn together
