I’m buggered to understand how taking pictures of these birds is going to sort this problem out.

A lot of the negative impacts on indigenous wildlife is not proved yet and largely anecdotal. The RSPB does not think culling them the right thing to do:

Although also anecdotal there seems to be evidence that they are providing to be an important food source for raptors such as sparrowhawks and hobbies. With the difficulties our raptors are facing this could be a good thing.
Also they can still be shot under license if causing a problem. The removal of the general license does not stop all culling of birds - it just means that specific licenses have to be applied for.
