I’ll give you the benefit of the doubt here and assume the semantics of your post have something to do with sausage fingers and an inappropriate grasp of technology rather than grammatical ignorance but are you genuinely suggesting TB DIDNT purchase the Belgian club with his own money?

He's 24, cost many millions, and can't get a work permit for us the whole time he is at USG. I don't see that benefit for Brighton

How will South Africa's FIFA Ranking change once FIFA updates it assessment criteria?
How high in the ranking does South Africa need to be, for it to have a positive effect on UK work permit applications?
He has signed a contract with Brighton and Hove Albion and the Albion have paid a transfer fee to his former club. It's got plenty to do with BHA!

I've checked South Africa's ranking under the new ELO ranking system, they are 68th. To get a UK work permit a player needs to have played 75% of international matches in the last 2 years and for that nation to be in the top 50 ranked nations.
A national team gains between 1 and 30 points for winning an international match. South Africa need to make up 80 ELO points to reach the top 50.
Tony looks to be gambling that South Africa will win enough matches in the next year or so, to allow Percy to gain a UK work permit.
If he does get a permit, I'd imagine his value will rocket.
There is an African cup of Nations next June, so if South Africa qualify and have a reasonable tournament, they should significantly move up the FIFA rankings.

So, still a rumour then, but not just an NSC one - it might have legs. I thought, though, it had been established that playing at a lower level in Belgium wouldn't clear the way for a UK work permit - yes, SA might move up the world rankings a bit, but won't he need to play in Europe at a higher level?

No they just need to have played in the required % of international matches linked to their nations FIFA ranking.
Ranking............ games played in past 2 years
FIFA 1-10...........30% and above
FIFA 11-20.........45% and above
FIFA 21-30.........60% and above
FIFA 31-50.........75% and above

......and how far out of the '31-50' ranking are South Africa? About 20 or 30 short of being included in that category. Unless they move up the rankings quickly and by a considerable amount, I don't think playing in the Belgian 2nd.division is going to cut the mustard.

Tony's day job is to analyse football and predict outcomes. If he has taken a £4m punt on a player, who quite obviously wouldn't get a work permit, then he would have surely focused all of his analytical resources on assessing how likely and how soon that player would meet the required criteria.
A loan to RUSG wont help to get the permit directly, so the only conclusion is that the player is being stacked in a holding pattern whilst alternative criteria are met.
The club would have looked at South Africa's upcoming fixtures and come to the conclusion that they will soon get into the top 50 ranked nations.
South Africa have a series of 5 African Cup of Nations Qualifying games coming up over the next 6 months. They play Libya and Seychelles both home and away, and Nigeria at home.
They need to make up 80 ELO ranking points to get into the FIFA top 50 nations, which would automatically be enough for Percy to make a successful work permit application. The last time South Africa played Nigeria and won, in June last year, they gained 44 ELO points.
Obviously, if South Africa lose these upcoming qualifiers they would lose ELO points, and fall further down the FIFA rankings. This is the gamble Tony has made and where Star Lizard's expertise in predicting outcomes is crucial.
This is how this loan benefits Brighton.

Not immediately. The ranking stuff is just to satisfy the FA, but it does directly impact on the work permit application.
Once South Africa reach the top 50, The player, sponsored by the club, can then apply for a Governing Body Endorsement (GBE) from the FA. Once this has been obtained the player can apply to the Home Office who will issue a work permit.
