There are also those quaint old-fashioned things called "cheques", which used to work perfectly before the interweb interfered with everything. Regrettably shops seem not to like or accept them these days.

Nothing wrong not carrying cash. Nothing wrong with expecting a multi-billion pound company to actually get it's technology right so you can use cards .... without having to carry cash as a backup.

nor do banks give them out, at least not routinly. cheques would be the idea backup though for these types of situations, or say a local power outage.
