A new signing ought not to be a direct replacement for the deadwood squad player, that's the purpose of the youth team.
'Proper' signings need to be arriving with expectations of first team starts, and they don't come cheap.
There is no point signing a winger who happens to be on a par with Jose and AK.

I assume his point was after Brexit it won't matter if he's an EU National, from Argentina or Timbuktoo, all players will have to pass work permit rules as free movement of labour will be non-existent.
