I get the impression, from the little I have seen so far, that the ref has been told to keep the match interesting 
All irrevelant as Dele Alli will come on and dive for yet another penalty in the 81st minute.

Edit - just checked and it is an indirect FK to the defending team. I’m sure that law must have changed recently though.
