Are the panels rotten....fence fallen over? Would some concrete spurs sort it out?

two posts are rotten. two panels, proper old ones with the three beams, are shot now from a night a flapping around and my removing them. someone is coming to have a look later in the week, just want an idea of price so i know if he's reasonable or taking advantage, save the hassle and time of getting other quotes.
