No, it is not separate, that is the problem. Without a shadow of a doubt, Sussex Police have politely 'reminded' licences of their responsibilities to ensure public order is maintained within their premises and offered advice as how to best ensure that there will be no objections to any up and coming licence renewal applications. If a licensed premise were to have disorder occur after having been 'advised' to perhaps close on a particular evening then this 'could' be seen as irresponsible behaviour by the licensee etc etc ad infinitum.
In any other scenario this might be called blackmail. Thankfully some landlords have balls, other have bills to pay.
