Being a licensee used to be considered a professional qualification and being one allows you to sign passports applications and alike.

As a director of a company i can countersign a passport application but did not need an qualification to become a director.

I understood a qualification was something you studied for which resulted is a exam for which you passed to gain a qualification rather than someone just teaching you how to do something.

As is your present occupation. I think the signing of passports etc was due to being a fit and proper person with a licence rather than professional qualification as a judge once called me, being a defence witness at a customers DD trial, 'a pillar of society who should be believed' .

The rules on countersigning passports have been relaxed in fact I am farly certain that any uk passport holder can now sign an application, but I could be mistaken.

Thats true and have some jumped up clerk asking how you would deal with a hypothetical situation not knowing the answer thermselves. and having never been in that situation.
