The puppet masters at mozilla support fixed this problem with the following, just in case anyone else needs International Rescue:
"I think you might have problems having normal password authentication for the incoming server and OAuth2 authentication for the outgoing server. It probably has to be the same type for incoming and outgoing. Since you've already 'allowed less secure apps', see if OAuth2 for both servers works, after you delete whatever passwords are stored in Tools/Options/Security/Passwords/Saved Passwords, and restarted TB. You will be prompted for the account password in a browser popup."
