Dowell had the first meaningful opportunity after the restart, but could not divert his attempt on target from the edge of the area.Walton kept Albion in the cup tie with a superb stop to keep out Matthew Pennington’s header.
But in the dying moments of the game, Barnett headed home from a free-kick into the area to send the tie into extra-time.
Courtney Duffus then had a chance to re-establish Everton’s lead but Walton made an excellent save to tip the shot round the post.
Simon Rusk’s side turned the tie completely on its head when substitute Harper fired a cracking strike beyond Gray to give Albion a 2-1 lead in the 99th minute.
The lead did not last long though, as the Toffees were awarded a penalty and Williams’s low powerful strike beat Walton to make it 2-2 after 103 minutes of play.
It got worse for the Seagulls when Rea was sent off following two bookings in quick succession.
However, Tom Dallison, Harper and Henrik Rorvik Bjordal were all on target for Albion in the shoot-out, while Davies missed the decisive penalty to give Brighton a thrilling victory.
