Yep - for instance, Leonardo Ulloa.

Leo was granted his Spanish citizenship on January 11 2013. The next day he flew to England to discuss terms, and he had received his Spanish passport by January 15. Albion announced his signing on January 16.

International clearance was only finally received on January 25, and Ulloa missed games against Birmingham and Blackburn while he waited.

I've no idea, I was just pointing the previous poster in the direction of the rumours.

Haven't a clue but under the current rules it would pretty much be a question of apply and even if refused, appeal and get clearance. There are new rules coming in soon which will make it very tough to sign a non-EU national unless they have played 30% of recent internationals and are valued at £10m or above. The idea is to develop our own talent.
However as Kayal has an EU qualification there really should be no problem. It just all takes time.

He's been here working and paying tax for 4/5 years, pretty sure he is married to a British girl and has a child born here. Surely changing his employer within this country shouldn't mean running the risk of being effectively kicked out? Must just be a rubber-stamp job?

The problem is probably that he hasn't been playing much recently.

I'd hope that the albion's lawyers have taken advice on this, and that the view is that the hearing is a rubber stamping exercise.

Apparently work permits will only be issued to international football players of the highest calibre who will be able to make a significant contribution to the development of the game of football in the United Kingdom at the highest level. However, I'm sure you're right about the club being almost certain that he will get a permit.

Wont his 4 years in Scotland have a baring on the outcome of the work permit application. There should be no problem with international clearance.
