The beheader has knife in left hand when he beheads the victim but his gun holster is over his left shoulder indicating the culprit is right handed because you wouldn't use your left hand to pull the gun, you'd use you right hand to withdraw the weapon.

Sorry, I thought the first bit of your post 'Is he really british the excustioner?' was in some way connected to the theory you went on to expand re: his/her left/right-handedness. Like the two were connected in some mad way. Clearly not. My bad.
