Why? Those balconies are hellishly difficult to keep dry and are therefore unusable.

You also need a decent outdoor paint for the railings. Once you get a bit of rust in those babies, it's a nightmare.

I'd hate for something to roll between the railings and fall down. Terribly inconvenient to go and retrieve it.

Someone ought to do a Risk Assessment around there, a very slippery decking style surface combined with unsuitable footwear is heading for problems

This is much safer. A nice dry window seat so you still get the great views but without all the problems associated with balconies which have been pointed out
