(there are lots of definitions of what constitutes a country; and even before 2011, Wales was considered a country by many of them. But of all the world bodies, I'd say that the ISO was among the most respected.)

They're an organisation for standards, I wouldn't have expected them to be responsible for saying what is and what isn't a country. Can you find a link to their list of countries?
