The Catalans would argue that they are a nation, although like Wales, not a state in their own right.

In fact Catalonia has much more political autonomy than Wales does, but I can never see them having their own football team!

Obviously not FIFA/UEFA affiliated, but a look at their most recent squad as listed in that link suggests they'd be a very decent force if they were.

i met him in the park near Portslade Village 3 years back. Lovely man. a non white South African cricketer who was scouted by BHA, who got him on a boat. He played for us scoring 69 goals and also played cricket for Sussex. Google him and read the Telegraph article from September last year. He was very ill then and I don't know how he has fared.
