I can see Seagulls over Malta better than the Luftwaffe 
I had my best EVER days at Malta.
I was however a serviceman at the time.
A bottle of marsivan and a 7 up was the norm...plus a mad dog sarnie. made for a GREAT night down the GUT...or straight street as the local A to Z called it
I remember they used to hose the street down at the end of the night.
I'm sure there are better areas though

Relatively easy to open a bank account - HSBC is big there. Should be ok renting try Frank Salt Frank Salt Real Estate Malta
Job might be difficult unless you specialise is something - basic jobs are hard to find unless you know someone most hotel tourist stuff is being done by poles etc, you might meet someone who would take you on if you can prove your worth - most people speak English.
Food fairly cheap, beer cheap sun plenty.

My dads side is from Malta, and I go most years.
From what I can make of it from my own point of view and relatives is:
- Opening a bank account is pretty straighforward, see BOV - Bank of Valletta - HSBC Bank Malta plc - Banking in Malta
- Job Searching - Depends what your after, lots of online gambling companies based there.
- Property - Cheaper if you stay away from tourist resorts, one agency here: Frank Salt Real Estate Malta
(first google hit, not a recommendation!)

However over the years I have come to note the following:
- PROS
- Very, very safe country. Only crime appears to be domestic incidents or drunken tourists.
If your a victim of crime, it is likely someone, will know someone who did it!
- Excellent NHS style health system
- Laid back, relaxed
- Friendly people
- English spoken and displayed everywhere, although it doesn't hurt to learn some Maltese!
- CONS
- Expensive utility bills (compared to wages) - however no concil tax.
- Roads and driving can be horrendous, but I don't think its any worse than other parts of Southern Europe.
- Most items imported, and expensive. There is no "Primark" option for clothes etc, or "Asda Smartprice" for a DVD player. There is Lidl though!
Overall I like going there, if you have an open outlook and a good sense of humour its a great place. Plus it hasn't (yet!) asked for a bailout like Greece/Spain/Cyprus etc so they must be doing something right!
I am sure there is more, and a I swear I spotted a Maltese seagulls fan here somewhere?

Visted 7 times love the place as a tourist don't know if i could live there.The Drivers are crackers all horns and no trousers.I do yearn for a cold cisk in Saddles bar overlooking the beautiful Spinola bay
