Financial Fair Play and I think it only really effects teams that want to play in UEFA associated events. I think it comes into play 2013/14 whereby any Club infringing on the rules will not be allowed entry into the Champions Leauge.

i recall there are rules coming in at FL level too in addition to the UEFA ones. the problem is they wont be enforced or will be easy to circumvent, like having stadium naming rights sold for £100million for 10 years.
