Privilege Card package

Hello

I am a current season ticket holder along with 3 other members on my family but strangely only 2 of the 4 members of my family have received the "Privilege card package" (the two adults) I am assuming you are not giving this package to under 16s why is this and is there any chance i can get one as I will be purchasing a adult season ticket at the AMEX (I am currently a under 16)
