There was always going to be one or a few taking advantage of this. Some residents are claiming up to 500 are dead or missing so if you can hide your wife and kids you could be on to a very big payout. There are probably quite a few scams possible in this.
I believe that in many if not all cases the windows are built into the cladding system. It would be ahell of a lot easier if they were independent, not sure if they are though.
It looks like the sort of place where there may have been some flats filled with illegal imigrants or people putting up extended families. People are claiming 500 but anyone who died in the flat without being registrered as a tenant may never be counted let alone identified.

So what is coming out is that the cladding type used is illegal to install above four stories in the US, and the cladding recommended for high rise would have only been an added cost of £5000 on the £10m total refit.
I get your point but in reality it would be hard to implement. If the fire regs are updated and residents were told that a safety net system would added to all high rise blocks of flats I wouldn't be satisfied as a resident. It has to be sprinkler systems added and all substandard cladding taken...
