Not everyone would be looking to head into central Brighton, lots of visitors just use the promanade and beaches and in fact those who do are probably forced to park centrally. East and West Hove is a good place to park for the day even if a quick shuttle bus is used.

They could put underground parking underneath East Hove Lawns, and West Hove from the King Alfred to the Sea View restaurant, underneath the bowling greens. Then people wouldn't have to go right into Brighton to park.
