I do an interval session twice a week where effort is full on. Other runs are of varying distance at what is generally a comfortable pace.

No, it all counts towards the training effect. Recovery pace shouldn't necessarily be 'easy'; it should just be enough that you can get your breathing back to what it is for your normal running pace, and then you're ready to do another burst of effort.
Even if it was perfectly still, he’d still have been running into an effective wind of 13 mph. Drafting behind the pacemakers would still make a big difference.
I personally don’t see this as indication that a sub 2hr marathon is close to being officially recorded. He had pacemakers all the way providing a wind shield. That makes a huge difference.
You don’t have to go made; 10-15 seconds faster per km than your 5K PB should be the sort of pace you’re aiming for on a 2 min interval. It’ll be enough to have you blowing heavily and need two mins at easy recovery pace.
Obvious as this sounds, but have you tried running faster in training? If you aren’t already, do at least one session of intervals during each week where you do a few reps of running at well above your 5K race pace for 2 mins at a time.
