There will be lots unregistered and they are the problem. Many of the 35000 won't even be XLs but big dogs with responsible owners who applied for exemption so their dog does not get killed.
I would worry about the extendable lead. I won't use one as I'm concerned about the ability to hold the grip. Rather than it breaking the risk is it being pulled out of your hand.

Not necessarily. It can be returned with conditions (neutering, muzzled in public, insured) if the dog is assessed as not dangerous in itself, and the owner is fit and proper.
