How come there is a violent moronic element that 'follow' England and Wales doesn't?

Sad thing is that the Russian authorities have probably done little to identify the hooligans and stop them in their country from travelling whereas the UK police agencies have done an awful lot of preventatve measures to stop known violent English hooligans from travelling.

Just makes me more certain that there are people there on all sides not actually interested in the football but there into gang warfare and spoiling for fights. It's utterly repugnant and pathetic.
