Are you referring to Mr Telford? If so, I'm not sure he's even a ref. Might have attended a course and listened to someone else's interpretation of the rules but not sure he officiates. If he does, I feel sorry for the teams he refs for!!!!

Difficult to compare the two without seeing a video of the incident the ref is referring to. I would guess that if a player is fouled but runs on and the ref waves play on then a few seconds later he crosses or passes to a player in an offside position then that player has wasted the advantage...
