But it's harder now with the disparity of money allowing rivals every year to try to buy their way to the PL, far in excess of the levels of subsidy...
The squad cost of Newcastle, Derby, Norwich, Villa and Wednesday dwarfs ours, with player wages in their 2016/17 accounts (we will see eventually) to match. In addition other clubs such as Fulham, QPR and Reading receive PL parachute monies.
