The surplus revenue is public money because the Royals gave it to the Treasury in lieu of taxes. It was agreed with George IV, many many years ago. It works.

That's what's paid back. The Treasury receives the money from the Crown Estates, and pays the Sovereign Grant and upkeep from that.

Buckingham Palace doesn't belong to the Royal family, it belongs to the state. I assume that the relative presidents don't have to pay for refurbishment to the White House or the Élysée Palace.
