Wiggins won the 2012 Tour by three and a half minutes. I know the popular narrative has Froome being denied by team orders, but there is no way he would have put three and a half minutes in to Wiggins in 4km on that La Toussuire climb.
As TB said the same time thing is to stop riders who cannot win fighting to be at the front on sprint finishes. As a result crashes would be far more likely.
