It was a joke. Outgoing ministers often leave jokes for their replacements, its a light-hearted ritual that has been ongoing for a long time

Its probably because despite all of these things, the Tories still keep cutting taxes for the better-off in society. Not cutting capital gains tax, corporation tax, inheritance tax might be a decent start to reducing the deficit. Also, a lie to say they are keeping the level of public services...
