Oh for heaven's sake! We all know which side you are on, but I can't see any post where somebody has said 75% are in favour of 'out'. 75% (roughly) didn't sign; reasons for not signing are unknown.

They were not asked to choose between an 'In' letter and an 'out' letter - nobody was asked to sign an 'out' letter. In my opinion, the In campaign is morally damaged by forcing civil servants not to remain neutral, anyway.
I think you are referring to sensible administrative preparation for the post election period, not for being used to support one side of the other. Their active participation in the campaign would be illegal; if it is not strictly illegal for them to support one side of the EU debate, it is...
Perhaps you missed the cartoon, totally typical of the whole campaign, where those who didn't conform to the establishment's 'In' were labelled as racist, fascist, commies or bigots, or fellow travellers with such undesirables.
The civil service is not allowed to contribute to a General Election debate (or even take part in it at some levels) and presumably the outgoing government wishes to promote its policies then, too. This is Cameron misusing the civil service when it suits him.
It's pure hypocracy, then, to call it a free vote (ie allowing cabinet ministers to vote for what they think is right) and then rig the playing field. Shows how desperate Cameron is to save his bacon.

VERY simple answer to that. As a politician, she wants her own way; the referendum (in her eyes) came up with the 'wrong' answer, so she will go on wanting referendums until finally the voters come to their senses and vote the 'right' way.
It will be exactly the same if we vote for a 'Brexit'...
