My interpretation is that VAR had checked a number of things. He was called to the screen, but went against the guidance after seeing the foul. Thus the match is re-set to the point at which the decision dictates because play had stopped for him to go to the monitor. I think.

I'm pretty sure he didn't. He awarded a free kick. It looked like a penalty decision but wasn't.
