If the Third Man is British, it is certainly up there. One of my favourite ever films. Theme Music, Camera Angles, Sewers, Cinematography to die for and Orson Welles at his best. What more could you want?
Presuming you're not taking the Mick, I totally agree. It's also very funny in parts. I love the "I've got Beethoven and a few of the lads in the front room..... " bits.
