Almost all the vagrants/homeless in Liverpool seem bombed out of their skulls around 8.30-9.00am, when I have to walk past them. By 5.00-6.00pm those that are awake are increasingly strung out and begging, presumably to fund their next fix. Personally I don't like even feeling drunk any more...
