Definitely can't fix it from the outside. Top pendantry with my leaky roof analogy though. I wonder if people in Europe would feel more European in time if we all retreated to our separate countries, or if we created some sort of Union where we co-operated and assisted each other?

True that it can't be fixed without co-operation. I think the attitudes of others is improving and I don't mind paying out to assist with the upkeep of their roofs, it helps improve the neighbourhood, I would not want a house on a street where all the other houses are derelict.

If I were buying a house tomorrow, I wouldn't buy one with a leaky roof, but if I had a house with a leaky roof I wouldn't get rid, I would fix it.
