The Cup Final has never had “fair” allocation, which would be half the ground each, but when only 25k can be arsed to turn up to home games then 30.5k is, indeed, plenty.

Impossible. The cut off as @spoonie says was 3000 people in Tier 1 and many of those are waiting, including me.
That might be a total number sold altogether which would include Club Wembley tickets which have been on sale for a long time and club allocations / comps but you shouldn't take it...
With 34k tickets and 23k STHs I presume the only reason for not just having an "all STH" window is to load balance the traffic on the site. Should be plenty of whatever is needed for STH. After that it's a bun fight.

Ah, so it's to do with what end you're at then rather then where fans travel from.
For City we drove up and stayed overnight, me with my mum in North London but my mate in a hotel very near Harrow-on-the-Hill station. Every pub in Harrow was City only.
If they've still got the same system then the nearby pubs are split between Brighton and United. In 2019 City got the pubs in Harrow and Brighton the ones nearer Wembley on the other side, including the Green Man. If it was based on the team's supposed geography then it will be the same.
