Yes, a lot of reason to be sceptical at this stage - this is only a policy paper ( and as said, proposals are FA/fan led not Government led) so let’s see if it actually happens and whether the ‘regulating body’ has any teeth.
As far as present PL Club ownership largely - also FIFA/UEFA/FA already cover a lot of the financial regulation, but the proposals suggest the regulator will have the power to force arbitration where agreements can’t be reached.
