The other side of the coin is that Qatar new exactly what they were bidding (or bribing) for (and Fifa should have known the areas of likely conflict but still chose to fill their boots).
And yet because the world cup is in Qatar considerably more attention has been drawn to the state of affairs there that wouldn't have been had it been held elsewhere.
