Maybe I should have phrased it better in that clubs (ie most of them) aren't going to commit to a multi million pound purchase and not have that asset immediately covered by insurance.
I agree that they appear to have cocked up the insurance hence the problem.
With regard to cover, it could always be done on a declaration basis, ie the u/w knows the business they are in and knows that players might be signed moments before the deadline when no one at the insurer is around...
