Is there any other walk of life where, if you buy something but can't use it, you are neither allowed a refund nor allowed to sell it to someone else nor even to give it to someone else for free?

Right, and I read that too between the lines. The implication is, although they've said there will be random checks, they don't really mean it. Well, if you don't mean it, don't say it. And don't be pissed off that you're getting flak back as a result.
