I think I've probably got this wrong, but I had it in my head that you needed two players (one from each side) present at a drop ball, even if it was to be effectively 'uncontested'.

This being NSC, and pedantry being actively encouraged, aren't at least one person from each side required to contest a drop ball? So the answer is that between 2 and 22 people are allowed to contest a drop ball.
