Yeah thats not a penalty for me. Havertz steps over the keepers leg but then leaves his trailing leg dragging along the floor just waiting for some contact to be made. Contact entirely initiated by the striker.

VAR check the badge.................it's a penalty of course. VAR is pointless if it can't spot the obvious deliberate hanging out of the leg to effectively kick the keeper's leg. It's a classic Harry Kane move.
