I'd suggest that instead of the keeper picking up the yellow card, it's given to the team captain. Gives the captain some responsibility (and incentive) to curb time-wasting. If the captain gets sent off, next booking goes to the new captain and so on....

For offsides, make the lines they use much thicker. If the two lines overlap, not a clear and obvious error and stick with the on field decision.

Be interesting to see what effect the new ID policy will have on voter numbers. Apparently people will be turned away at the door if they don't have ID, but no count will be made of them. If they make it inside and then can't show ID, then they'll be counted. I suspect that system is designed...
